Delegates will choose between two pressing issues to debate for the conference: the regulation of lethal autonomous weapons systems, examining how the international community can govern AI-driven targeting and decision-making in warfare before deployment outpaces oversight, or water security and transboundary conflict prevention, exploring how shared river basins, from the Indus to the Nile to the Mekong, are becoming flashpoints as states weaponize water access, suspend data-sharing, and build unilateral infrastructure without consultation. Whichever topic is selected, delegates will need to balance state sovereignty, strategic advantage, and the risk of escalation as they draft solutions to an issue where the technology or the stakes are evolving faster than existing international frameworks.
